What this is

This is the biggest tax-sale list in California this year: 1,252 parcels carrying $49,882,065 in opening bids, four out of five of them bare land. We joined every one to the Los Angeles Assessor's own parcel record — 1,252 of 1,252 matched — for land value, structure value, lot size, and one field almost no county publishes: the year the parcel first went tax-defaulted.

The first thing the data says is that this is not a Los Angeles sale. 764 of the 1,252 parcels — 61% — sit in the high desert of the Antelope Valley: Hi Vista, Black Butte, Butte Valley, Roosevelt, Redman, Antelope Acres. These are the leftovers of mid-century paper subdivisions, and they behave nothing like the rest of the county. Their median parcel has been in default 19 years and 69% of them open above the county's own assessed value. Across the other 488 parcels the median default is 8 years and the figure is 34%.

That field changes what a list like this can tell you, because in California the opening bid is not a price. It is the amount needed to redeem the parcel — every unpaid tax bill, every penalty, every cost the county has added since the default began. It only goes up, and it goes up on a schedule. So the question is not really what is this parcel worth. It is how long has the meter been running.

The answer is stark. Take the parcels the county assesses at more than $10,000, so the valuation is beyond argument, and keep the 697 of those that also carry a default year. Of those in default under ten years, not one in a hundred opens above the county's assessed value. Of those in default thirty years or more, 98.7% do — a median of 1.75 times assessed. Nothing about the land changed. The debt outran it.

The median parcel here has been in default 17 years. The oldest went into default in 1978 and is still being offered — a bare lot in Antelope Acres the county values at $6,715, opening at $21,274. Those are not bargains that nobody noticed. They are parcels that have been offered and passed over for decades, and the opening bid has been climbing the whole time.

The same clock explains the re-offers. 314 of these 1,252 were already offered at LA's April sale and came back — and 184 of them came back more expensive, because another cycle of taxes and penalties landed on the floor. On paper the re-offered parcels look like the better half of this list. They are not better; they are younger — a median of 6 years in default against 19 for the rest.

How to read the columns

Bid ÷ assessed is the opening bid divided by the county's land value plus improvement value — lower means a bigger paper discount. It is a screen, not a verdict: assessed value is a county figure, not a market appraisal, and under Proposition 13 it is anchored to the last change of ownership, so a parcel held since the 1970s can be assessed far below what it would fetch. In default since is the year the county's own record says the taxes on that parcel first went unpaid. Screen puts each parcel in a band from the ratio, and Flags names the specific things that cost money. Where the county's assessed value is under $1,000 the ratio stops being a screen at all, and the Nominal assessment flag says so.
